What happened at Wednesday’s (3-20-2013) County Board meeting

Some noteworthy items:

11.3 The administration is asking permission to purchase (subject to a trial) inventory tagging system.  The county has not complete a physical inventory sine 2006.  It has been criticized by the audit for lack of such—finally it appears that an actual physical inventory will be taken place.

12.1 Fee increases for food inspections and well/septic and other health inspections.  Bill will be voting “NO” as will the majority of the Health & Human Services.Committee  My guess is that the board will vote it down as well.  Apparently the Health Department knew the sentiment of the board and requested the the fees be sent back to sub-committee.

9.1&9.2  Chairman Walberg has indicated that be may take these items off the agenda.(And it was)  There WAS some discussion.—Mr. Freeman (Dist 3, R)  had several questions apparently-- this zoning case can be postpone one month as requested by Northwest Pallet.

9.3 Procedure to followed for hearings on several wind turbine setback recommendation. This issue was previously outline at: http://boonecountywatch.blogspot.com/2013/03/possible-county-board-action-on.html

It is anticipated that there may be lively debate and not confined to the two minute limit suggested by Chairman Walberg. No debate just everyone allowed to speak on the matter for two minutes. No action –appears now that there are four different setback plans—1. published for the ZBA hearing   2—LeRoy Township “compromise”  3. Manchester Township suggestion 4. Yet unannounced proposal that the representative from Mainstream stated will be submitted next week month.

Possible County Board Action on the procedures on the Wind Tower hearings at the ZBA

Everyone interested in the Wind Tower issue should be aware of a possible county board action regarding this matter.

The so called “compromise” proposed by LeRoy Township will be discussed.  County board action will possibly not concern  the actual compromise proposal but rather what is the proper procedure to handle this proposal.

Chairman Walberg proposed the following procedure to handle the question:

County Board members:

In light of the opinion just received from the State’s Attorney, I would like to have added to the Board agenda a discussion of the pending application from the County Board currently at the Zoning Board of Appeals. I would like to allow each Board member 2 minutes to comment on the application, and an additional 2 minutes after everyone has had the opportunity to speak. I believe this is the best way to determine the feeling of the Board about the pending application.

What happened at the February Boone County Board meeting ?

 

I always feel it is better to give a third party opinion as to the county board and my actions so here is a break down on some stories across the media regarding last month’s meeting.

  1. Even if you attended the meeting you may not know that there was action taken  after the closed session regarding some litigation regarding jail personnel.  (Bill requested that in the future that if action after an executive session is “probable” that the agenda reflect that matter so the public is aware of the situation)  A newspaper report of the action regarding the required but unpaid briefing period for jail staff is available at:  http://www.boonecountywatchdog.blogspot.com/2013/03/bcj-county-reaches-accord-without.html  or   http://www.rrstar.com/updates/x711928178/34-Boone-County-Jail-staffers-unpaid-work-now-paid-for  If you wish to see the formal union complaint go to: http://www.boarddocs.com/il/boone/Board.nsf/files/956KDW50F925/$file/Corrections%20grievance.pdf)
  2.   3. Tentative agreement to pursue a possible refunding of Administrative Building bonds to possibly save $200,000. See the first half of the above BCJ article:  http://www.boonecountyjournal.com/news/2013/Boone-County-News-03-01-13.pdf#page=1 (Bill was very hesitant to agree with this plan because the county is using an advisor they selected in 2007-8. This will be generating commissions in the $10,000’s. Is this still the proper choice of advisor?  Because of the importance of having a plan available right now (in case interest rates start to rise) Bill did not question the action beyond a simple email question regarding the process of selecting the current advisor.)
  4. Discussion of Irene Road purchase:

Tonight I will vote “yes” for the land acquisition for an “on ramp” to Chicago. Please do not consider that as my endorsement for any further toll way land acquisitions. The Illinois Toll Way provided generous concessions for this portion of the interchange. The toll way authority limited county/city financial responsibility for the “on ramp to Chicago”. Only land acquisitions and preliminary engineering costs must be paid locally; the toll way will pay 100% of the construction. In addition the toll way authority will be replacing an overpass bridge which is the county’s responsibility to replace; that structure has reached half of its useful life. Thus in terms of costs this portion of the project entails nearly equivalent current cash outlays for future cost savings for the county.

Before a decision should be made for the full interchange the public needs to know more.  There needs to be a greater opportunity for the public to input their opinions regarding this project. .

There is an upcoming city election. Perhaps a full interchange versus partial interchange could be one of the subjects of candidate debates.
