I have not received confirmation on new wood mulch being dumped on the site and therefore have struck that statement.
The March motion will be posted shortly.
Here is all which court records currently tells of this case. It is scheduled for another hearing on June 6, 2013.

On the advise of the County Administrator, Ken Terrinoni, I am contacting you directly concerning the status of your efforts to resolve the zoning violation involving Northwest Pallet et.al. and the use of Woodstock Road site for wood chip/mulch storage.
I have a number of constituents who wish an update on your court actions. One of them has contacted your office and relayed his observation that new wood mulch is being dump on the site and then is being reloaded for shipment from the site. What is going on? I thought court action was being pursued to require that Northwest Pallet's operation on Woodstock Road cease.
Please provide a summary regarding the status of this case. Please include the following in your reply.
1. Is case number #2012CH319 the only court action which your office is involved regarding Northwest Pallet and the mulch storage/fire issue?
2. In case #2012CH319, there was a motion on 3-12-2013, could you supply a summary (or a photocopy of that motion)?
3. Case 2012CH319 is scheduled for a hearing on June 6, 2013, can you supply a summary of the county's position/requests to the court in that hearing?
4. In your opinion is the dumping of new wood chips/mulch in keeping with the current restraining order? Please supply a copy of the current restraining order.
I would preferred that your response be by email however feel free to call me at 815 544 5115 . Either electronic or inter-office delivery of documents would be acceptable.
As always, thank you for your help.

Ladies and Gentlemen,
Please see the attached document for your review.

Below is the letter from the Toll Way which the Fire Chief was responding.
Bill responded to County Board, County Administrator & Board Chairman

It appears that the Illinois Tollway needs to be notified immediately by Chairman Walberg of these concerns from the Fire District. It appears that this must be done by May 15, 2013. This should be of concern to all of the county board.
Mr. Walberg please notify myself and the rest of the board if you have taken such action. If not, why not.
Thank you.

There is a response (not necessarily to Bill’s email)
Monday, April 29, 2013 3:22 PM
Dear Board Members:
Just a quick note to update you on the discussions with the Toll Authority and Spring Township residents about the future of the Johnson bridge and the bridge replacement plans underway along I-90. From a meeting that occurred Friday April 26th, the Tollway officials said they would delay the removal of the Johnson bridge until the work is completed on the Genoa bridge. The idea was brought up to replace the Johnson bridge, however the Tollway officials believe that the Spring Center bridge would, in turn, not be replaced. This idea came about from their discussions with Township leaders and residents. Any of these ideas require approval of Senior Tollway officials. Present at the meeting Friday was myself, Chairman Walberg, Rich Lundin, and the new Township Supervisor Ryan Kufalk. The outgoing Supervisor (Jackie Falkenstein) deferred this to the new Supervisor. After visiting with the Roads Committee Chairman (Ron Wait), this will be discussed at the May 7th Committee meeting.
Please call if you have any questions.
Thank you,
Ken Terrinoni (on behalf of Bob Walberg).
Members of the Spring Township Community met on Tuesday April 30, 2013(picture shown below) and discussed their concerns which will be presented to the County Subcommittee on Roads and possibly to the entire county board at the monthly meeting.
To read more about this story go to the Belvidere Daily Republican: http://www.belvideredailyrepublican.net/news/closing-johnson-road-bridge-over-i-90-concerns-fire-officials/ or this BDR article: http://www.belvideredailyrepublican.net/news/spring-township-readies-response-to-loss-of-tollway-bridge/
or go to the Rockford Register Star:
Closing the Johnson Road bridge would cause emergency vehicles to detour to the Spring Center Road bridge, 1.33 miles to the east, or the Genoa Road bridge, about 1.52 miles to the west. That, he said, equates to between 4 and 4 ½ minutes of additional travel time for vehicles.
Ambulance service, which is run out of the District 2 station in that area, would be affected the same way, Chief Johnson said.
